Dear Kathleen,
I would suggest trying to sculpt the head out of a styrofoam block (if you can't find one you can always glue together a stack of thick styrofoam sheets to make one). The sculpted head can then be covered in fabric or fur. I used to know an artist who made heads like this to support himself and he did fabulous work using this method.
Another alternative would be to pattern a head out of sheets of 1" or 1 1/4" foam and again cover it with fabric or fur, much the same as you might make a Teddy Bear or Stuffed animal.
