Annan

Speaking to reporters at the United Nations, Annan said he
has heard from the International Red Cross that people in
Basra don't have fresh water or electricity.

"A city that size cannot afford to go without electricity or
water for long," he said. "Apart from the water aspect, you
can imagine what it does to sanitation. I think urgent
measures should be taken."
