If you're referring to what I think, i.e. rapid small
movements that some people -- women also -- do for a couple
of minutes now and then, it's just stress release -- positive
stress release performed when your mind is alert and busy
following some intellectual event like say an exciting and
absorbing lecture, and your body wants to express the moment
too. The keyword is intellectual or mental excitement and
concentration (not erotic) -- in a context where you can't
jump, dance, run or the like. Possibly it also helps pumping
blood from the legs, maintaining a high oxygen level in the
blood and hence maintaining the alert state of mind.
