I think more importantly, it reveals the role of the state, and the welfare
state specifically, in the structures of capitalist command.

I did however say 'for example, the unemployed' - the point is that
capitalist command extends outside its exercise within the relations of
production as traditionally conceived - although Negri may well want to
argue that what is defined as productive labour expands to encompass the
whole of society, or "everyone who lives under the rule of capital" . Which
means that the analysis of the class composition must begin to be
reconceived socially - or biopolitically as he would say...

But wasn't the unemployed part of the
"lumpenproletariat" who Marx denigrated?
