I think the issue should just be handled on strictly tactical grounds ...
if you mistreat your POWs, then the enemy stops surrendering.

Those idiots just increased the body count on both sides by their actions.

And they will probably never receive anything more than a reprimand ... if
they actually got court-marshalled, then the enlisted personel who did the
work would have to testify about where their orders came from.......
