This is really quite simple. Those elite persons, who are just 
naturally better than us, want Privileges. In order to have privileges ( 
translation: private law ), you must first forbid everyone else 
permission to do something.

Then being allowed to do this thing becomes a privilege.

The guy in question wants to censor your mail, and then to be 
given a priviledged account, because he is a really elite dude who 
should be making all such decisions for us, and can be trusted to 
never make a bad decision himself.
