I think it's a good sign. Rioting for the hell of it, voter apathy,  all 
good signs.

When people start to feel alienated, they react by either getting 
apathetic about voting ( "it does no good"....heh ), or they get 
destructive.

Voter apathy and nihilism is the first step on the road to revolution.

I think joe average is starting to realize that he is oppressed, and is
lashing out now at random. This needs to be encouraged, and some
good directions for this anger need to be suggested.
