What do you think should be done in order to make the law more fair
for small toy makers?

Make a special category for small toy makers, crafters, and small cottage 
businesses.

Also, each maker can start by creating their new items with pre-certified 
materials only, or materials that wouldn't need certification because 
everybody knows they don't contain toxic substances.

Example: a stuffed toy made with organic cotton or hemp, stuffed with 100% 
polyester hypo allergenic batting.
