Is SOBO water re-soluble?

I read that it is a PVA based glue.
But it's sopposed to be much more expensive than regular white glue .

White glue also works on marionette knots, but stiffens the string.
Also, it requires you to leave it be until fully dry, or you risk movement 
and some of the glue looking whitish- messy, upon rubbing.
