If you're looking to learn animation, Blender is a free 3D program and there
is a lot of documentation available online (also for free) about how to
animate with it. There are also several very good books on it that have been
released in the past year. It can be downloaded from http://www.blender.org

For 2D animation, Pencil is a free animation/drawing package that is very
basic, but ideal if you just want to create traditional animation. You can
download it for free from http://www.les-stooges.org/pascal/pencil/

If you go with Flash (which has a lot more features) although I agree with
what William said about Flash 8, it's worth mention that many Flash
animators I know will only use Flash 6 for 2D animation because of various
problems with the newer versions.
